Why is it illegal to have sex under the age of 18?

I've seen this question alot and most of the answers say "Because children are not ready emotionally and physically" but what does that mean? I think it should be up to the child to use a condom

it isn't illegal for the minor.

what's illegal [and you need to read the specific details of your state's laws] is the inappropriate use of adult position, age, and authority to have sex with a minor.

in most states, consensual sex between people whose ages are close [example: 17 and 18] isn't a crime at all.
